Consultancy For Providing Services For Implementation Of ISUDWOG Project And On Building Capacities Of The Indian Project Partners About The European Experience In Territorial Economic Development

Project In Brief :

The project ISUDWOG is a EU commissioned project that envisages to strengthen civil society and its organizations in the district of Osmanabad, to be influent in the socio­economic development through participatory bottom up processes, to benefit of women and girls. This project has a term of forty months and requires support from technical service providers for the implementation.

Need :

SSP is looking for consultants who can provide consultancy services focused on local economic development activities and on gender issues in implementation of the project `ISUDWOG: Inclusive and Sustainable Development for Women and Girls in Osmanabad District in Maharashtra’ supported by European Union.

Assignment In Brief

Key components of the local economic development service consultancy for the project would be:

  • Contribution to establish partnerships between CSOs and the other local public and private actors aimed at promoting inclusive, gender orientated and sustainable development through:

  • Elaboration of three development strategies for the main territorial value chains, aimed at improving women and girls’ socio-economic conditions

  • Support in the creation process of the partnership aimed at promoting inclusive, gender orientated and sustainable development

  • Support in the creation process of a District Service System

  • Provide support to project management, through:

    • Delivering the report of the activities and results, related to the contract

    • Providing support to SSP for the project monitoring activity, through supplying inputs for monitoring activities and results related to the project contract

    • Providing support to the communication activities of the project

Key components of the gender issues service consultancy for the project would be:

  1. Contribution to establish partnerships between CSOs and the other local public and private actors aimed at promoting inclusive, gender orientated and sustainable development through: technical assistance and guidance in the selection and organization process to ensure gender balance is observed in the creation process of the partnership, the elaboration of value chains’strategies, the creation process of the District Service System

  2. Preparation and realization of at least two one-day sessions for building capacities of the Indian project partners about “Gender issues and mainstreaming, poverty and inclusion”.

  3. Provide support to the project management through:

    • Permanent inputs o all activities as well as to reporting and evaluation, aimed to ensure the gender perspective is integrated in behaviors, processes, inputs, outputs, results and impacts

    • Elaboration of monitoring indicators with SSP and performances of specific gender monitoring and evaluation activities

Outputs And Deliverables:

Local economic development service consultancy:


  • Realization of the 3 participatory target value chains assessment, through meeting with experts, producers, local administrations, service providers, and the Indian partners

  • Elaboration of the preliminary proposals and final versions of the Strategic Guidelines for the 3 target value chains development

  • Support in the creation process of the Alliance of Sustainable and Inclusive Development of Osmanabad (ASIDO)

  • Support to the definition opportunities for women entrepreneurship

  • Analysis of the supply of social and business support service in the district, through mapping of existing services

  • Support in the creation process and Start Up of a District Service System (DSS) able to provide support to the prioritized Value Chains

Gender issues service consultancy:


  1. Realization of capacity building sessions (webinars) to ASIDO members, on European and international best practices on gender issues, women and value chain governance, support to women enterprises and other topics suggested by SSP.

  2. Support to the preparation of the ASIDO Statute

  3. Support to the Elaboration of DSS

  4. Elaboration by the EU partners (with distance support of the Indian partners) of the preliminary proposals of the Osmanabad Code of Conduct on Gender Equality and Women’s Participation, a practical guide for ensuring that the gender dimension is incorporated in all the actions that the future ASIDO will design and implement women’s participation, by the ASIDO

  5. Preparation TOR and Support to the execution of the study on women and girl’s entreprises in the district

  6. Support to the definition opportunities for women entrepreneurship
 

Contract Period

CONTRACT PERIOD for the consultancy will be 225 days during the project period 1st April 2022 to 31st January 2024. Contract will be governed by standard terms of service contracts of the organization. And will be shared with shortlisted candidates upon request.

 

Qualification & Experience

  1. Consultant / Agency must have enough qualification in providing technical services in local economic development /gender issues.

  2. Consultant / Agency must have minimum 5 years of experience, (and expert team) with demonstrated track record of keen interest in similar assignments.
 

Remuneration

REMUNERATION will be on par with the norms in Social sector. Interested candidates are expected to make a financial offer of their minimum expectation.

Selection Process

A shortlist of maximum three consultants will be established based on expressions of interest. The shortlist will be evaluated on the following criteria on the basis of their updated resume, financial offer and their reference[VM1] check by Swayam Shikshan Prayog:

  • Academic qualifications

  • Years of project management and relevant economic development /sector experience

  • Experience in working with international organizations and Govt

  • Language proficiency (English).

 

Preference will be given to candidates having successfully handled similar assignment. Weightage will also be given to candidates with whom Swayam Shikshan Prayog had prior satisfactory association.

Final selection will be by a Management Committee of Swayam Shikshan Prayog, who may telephonically interview the shortlisted candidates and decision of the Committee will be final and binding.
