RFQ for Digital Platform

Introduction :

Swayam Shikshan Prayog (SSP) is seeking quotations from qualified vendors/agencies for the design, development, deployment, and maintenance of a Digital Platform that enables marketing and selling of products through:

  1. A Web-Based Platform (E-commerce Website)
  2. A WhatsApp Business Platform (Chatbot + Ordering + Payments)

The objective is to create an integrated digital ecosystem that enables women entrepreneurs, farmer collectives, and micro-enterprises to showcase and sell their products efficiently.

Scope of Work:

A. Web Platform (E-commerce Website)
The vendor is expected to develop a secure, user-friendly platform with the following features:

  1. Core Website Features
    • Product catalog with images, description, price, SKU
    • Search and filter options
    • Category-wise product listing
    • Shopping cart and checkout
    • Customer registration/login
  2. Admin Panel
    • Product upload and management
    • Inventory management
    • Order management (status updates, cancellation, returns)
    • User management
    • Reports and analytics (sales, products, customers)
  3. Payment & Shipping
    • Integration with major payment gateways (UPI, Debit/Credit Card, Net banking)
    • COD option (if required)
    • Integration with logistics/shipping API
    • Auto-generated invoices and order notifications
  4. Technical Requirements
    • Mobile-responsive design
    • SEO optimized
    • Data security and privacy compliance
    • Hosting setup and configuration
    • Training for SSP team

B. WhatsApp Business Platform


  1. WhatsApp Business API Integration
    • Official WABA setup
    • Verified business profile
    • Automated onboarding flows
  2. WhatsApp Chatbot Features
    • Product browsing through WhatsApp
    • Add to cart and order placement
    • Payment gateway integration
    • Automated confirmations and dispatch updates
    • Multi-language support (English + 1 regional language)
  3. Admin/Admin Dashboard
    • View and manage WhatsApp orders
    • Broadcast messaging for marketing
    • Campaign analytics
    • Customer engagement reports

Deliverables:

  1. Fully developed E-commerce website (front-end + back-end + admin panel)
  2. Fully operational WhatsApp Business Platform with chatbot
  3. Integration between website and WhatsApp (if required)
  4. Documentation (user manual, admin manual, technical documentation)
  5. Training for SSP team (minimum 2 sessions)
  6. Warranty & technical support for minimum 6–12 months
  7. Source code and full access credentials handed over to SSP

Timelines:

Please provide the following in your proposal:

  1. Development timeline: 1st Dec’25-31st Jan’26
  2. Testing & deployment timeline: 1st Feb’26-28th Feb’26
  3. Go-live date: 1st March’26

Eligibility Criteria:

Vendors must submit:

  1. Company profile
  2. GST, PAN, registration details
  3. Portfolio of similar work (e-commerce, WhatsApp automation)
  4. Client references (minimum 2)

Quotation Requirements:

Your quotation must include:

  1. Item-wise cost (web platform, WhatsApp platform, hosting, integration, maintenance)
  2. One-time development cost
  3. Annual maintenance cost (AMC)
  4. WhatsApp API charges (setup + recurring)
  5. Payment gateway charges (if applicable)
  6. GST and all applicable taxes
  7. Validity of quotation (minimum 60 days)

Evaluation Criteria:

Proposals will be evaluated based on:

  1. Technical capability
  2. Previous experience
  3. Cost competitiveness
  4. Delivery timelines
  5. Support & maintenance provisions
