Consultant Support for conducting end-line survey of the LIC HFL supported Hriday Project PC.55.2437 on Promoting Women led climate resilient farming and Entrepreneurship in the aspirational districts of Dharashiv and Wayanad

The Need :

The client Swayam Shikshan Prayog (SSP) is implementing a project `Hriday PC.55.2437’ on Promoting Women led climate resilient farming and Entrepreneurship in the aspirational districts of Dharashiv and Wayanad with the support of LIC HFL. As part of the project, an end-line survey of the project should be conducted for gauging the impact of the project, progress achieved on stated metrics, outputs and outcomes and learnings gained during the journey. The aim of the assignment is to support the project team in data collection, analysis and a report with findings, analysis and a set of recommendations towards improvement in the upcoming phases/ initiatives.

Assignment in Brief :

By the end of the assignment, the client will have the following

  1. Clean and error free data based on the survey that accurately represents the field reality.
  2. Relevant Analysis of the project execution, outputs, and outcomes based on the survey data as also the qualitative research.
  3. Impact Report with the findings, observations of the baseline study and an actionable roadmap for the project’s next phase, that is understood by the project team and stakeholders.
  4. Set of recommendations for addressing any lacunae in the project conception, design or execution towards improving the effectiveness of the project.

The methodology includes both qualitative and quantitative study with the support of women leaders (Sakhis). The quantitative study includes stratified survey of 3,000 women farmers from 100 villages of Paranda and Kalpetta blocks, and involves collection of data pertaining to economic, social and gender level impact of the project and five or more case studies of successful women leaders. The qualitative study includes (a) field visits to agriculture farms, entreprises and observation of their activities, (b) in-depth interviews with the farmers, entrepreneurs and their mentors (“Sakhi’s), and (c) Focus Group Discussions (FGD) with the women farmers and entrepreneurs. This would be followed by excel based data analysis and understanding of the impact vis-à-vis the baseline data.

Outputs and Deliverables:
  1. Survey of women farmers and data collection
  2. Personal interview with women farmers and entrepreneurs and qualitative data collection
  3. Focus Group Discussions (FGD) with farmers, entrepreneurs and mentors; and qualitative data collection
  4. Five or more case studies of successful women leaders.
  5. Analysis of the data
  6. Endline Survey Report with recommendations based on the analysis
Contract Period :

The contract period for the consultant would be for a period of one month ending on 5th April, 2026. Contract will be governed by standard terms of service contracts of the organization.

Qualification & Experience :

Post Graduation qualification in social development /rural development from a reputed Institution. Minimum 5 to 8 years of experience in development sector & consultant must have demonstrated track record of keen interest.

Remuneration :

Remuneration will be on par with the norms in the Social sector. Interested candidates are expected to make a financial offer of their minimum expectation.

Selection Process :

Offers will be accepted by individual consultants, commercial companies, NGOs and academics until the fill in date.

Applicants have to provide their CV with references and a financial bid. The financial part includes a proposed budget for a month of work that includes data cleaning, analysis and report writing. It should state the fees per working day (including the government tax, if applicable), the number of working days proposed and other costs. Proof of professional registration and taxation is also required (e.g. by providing the evaluator(s) tax number). Cost of logistics, stationery, transport etc. must be included in the budget.

A shortlist of maximum three consultants will be established based on expressions of interest. The shortlist will be evaluated on the basis of their updated resume, financial offer and their reference check by Swayam Shikshan Prayog:

Preference will be given to candidates having successfully handled similar assignment. Weightage will also be given to candidates with whom Swayam Shikshan Prayog had prior satisfactory association.

Final selection will be by a Management Committee of SSP, who may telephonically interview the shortlisted candidates and decision of the Committee will be final and binding.
