Consultant Support for conducting the Impact Assessment and Documentation Study of the on “Empowering Rural Women through Climate-Resilient Agriculture, Agri-Allied Livelihoods, and Entrepreneurship Development” in Dharashiv District,

The Need :

The Client, Swayam Shikshan Prayog has been implementing the project “Empowering Rural Women through Climate-Resilient Agriculture, Agri-Allied Livelihoods, and Entrepreneurship Development” in Dharashiv District, Maharashtra with the aim of strengthening rural livelihoods, enhancing climate resilience, and empowering women leaders at the grassroots level.

As the project reaches an important milestone, SSP intends to undertake an independent impact assessment and documentation exercise to understand the outcomes and effectiveness of the interventions implemented under the project. The assessment will help capture the project’s impact on livelihoods, women’s leadership, and adoption of sustainable practices, while also documenting key learnings, success stories, and best practices that can inform future programs.

Objective of the Assignment :

The primary objective of this assignment is to conduct a comprehensive impact assessment of the project and develop high-quality documentation capturing its outcomes and lessons. The study will aim to assess the extent to which the project has contributed to improving livelihoods, strengthening women’s leadership, and promoting climate-resilient practices among target communities.

The exercise will also generate evidence-based insights that can be used for learning, knowledge sharing, and communication with donors, partners, and stakeholders.

Scope of Work :

The selected consultant or agency will be responsible for designing and conducting the impact assessment using appropriate qualitative and quantitative research methodologies. This will include the development of an assessment framework, preparation of data collection tools, and conducting field visits to project locations.

The consultant will engage with project beneficiaries, community leaders, farmer groups, and other relevant stakeholders to gather insights on the outcomes and effectiveness of the project interventions. The study should assess key dimensions such as livelihood improvements, adoption of climate-resilient practices, enterprise development, and women’s leadership within communities.

Assignment in Brief :

The primary tasks of the consultant will be to organise questionnaire finalization, clean the end line survey data, analyze it and write a report assessing the change in line with the project indicators. SSP will support by providing relevant information on the direct target group of the project.

  • Sampling: The consultant/agency will design a detailed sampling plan incl. detail on the sampling methods and sample size for the quantitative and qualitative data collections. It is expected that for quantitative component the sample size should be sufficient to ensure a 95% confidence level and a 5% margin of error to allow for precision and reliability of the findings.
    SSP will share a comprehensive list of key institutions, stakeholders and program participants list for developing the detailed sampling plan.
  • Data collection and cleaning: Due to the limitation of budget, it is expected that SSP front line CRP will be responsible for data collection, and Consultant will be responsible for training and ensuring data quality, cleaning etc.
  • Data Analysis: The consultant/agency is expected to share a detailed data analysis plan according to the Project impact indicators and use qualitative and quantitative analysis Software.

Expected Deliverables :

The consultant or agency will be expected to submit the following deliverables during the course of the assignment:

  • An Inception Report outlining the proposed methodology, tools, and work plan
  • A Draft Impact Assessment Report summarizing the key findings and analysis
  • A Final Impact Assessment Report incorporating feedback and providing comprehensive insights and recommendations.
  • Case Studies and Success Stories highlighting the experiences and impact on project beneficiaries
  • A presentation summarizing key findings and recommendations

Geographic Coverage :

The assessment will cover project locations in Dharashiv district, Maharashtra where the project interventions have been implemented. The consultant or agency will be expected to conduct field visits to selected villages and engage with beneficiaries and local stakeholders as part of the study..

Timeline :

The assignment is expected to be completed within 3 weeks from the date of signing the agreement.

Eligibility Criteria :

Consultants or organizations interested in this assignment should have demonstrated experience in conducting impact assessments in the development sector. Experience working with rural livelihoods, women empowerment initiatives, or climate resilience programs will be preferred.

Applicants should possess strong expertise in research design, data collection and analysis, and documentation. The ability to develop high-quality reports and compelling case studies will be an important consideration.

Evaluation of Proposals :

 Proposals will be evaluated based on the consultant’s relevant experience, the quality of the proposed methodology, demonstrated expertise in similar assignments, and the financial quotation.
