Consultant Support for End line Study for the Project on Nutritional behavior changes among cotton growers in Maharashtra and Gujarat

Project In Brief:

The project goal is to contribute towards better nutrition of the families and nutritional behavior changes among cotton growers in Wardha district in Maharashtra and Kutch district in Gujarat is being implemented by Swayam Shikshan Prayog (SSP). The project purpose is to build capacities of extension officers and grassroots service providers to enhance behavior change of WFHK farmers towards improved nutrition security in Wardha and Kutch districts of India.

The project will sensitize 2000 Cotton farmer families to understand nutrition in practical terms and activate nutrition sensitivity decisions in farm design, food production and food consumption. The objective is to “help people to help themselves” and build knowledge and skills of the community to be able to produce at least 5 out of 10 food groups throughout the year, consume a balanced diverse diet and avoid diseases. The objective will be achieved through the development of Master Trainers with clarity of concept and strong facilitation skills. Capacity building measures consist of mostly hands-on skills training which uses participatory methodologies for behavior changes and sustain the changes through self-monitoring.

Need :

WHH and SSP are conducting an Endline study to assess the change in Nutrition knowledge and behaviours compared to the baseline study conducted in November 2023 at ground zero prior to beginning implementation. The End line data will be collected, the results of which are intended to be used for assessing targets and evaluating progress as per the project indicators. Through this call, we are looking to engage Consultant(s) for the designing methodology, adopting tools from baseline, ensuring data quality, analyzing data and preparing reports.

The End line survey data comprises data from a quantitative survey implemented with farmer households, preferably from marginal families, landless families and having undernourished children below 5 years, in the project intervention areas. The sample size of the survey is around 322 respondents from 10 villages with a 95% confidence interval.

Assignment in Brief:

The primary tasks of the consultant will be to organise questionnaire finalization, clean the end line survey data, analyze it and write a report assessing the change in the nutrition behaviours and knowledge of project stakeholders in line with the project indicators. Welthungerhilfe and SSP will support by providing relevant information on the direct traget group of the project.

  • Sampling: The consultant/agency will design a detailed sampling plan incl. detail on the sampling methods and sample size for the quantitative and qualitative data collections. It is expected that for quantitative component the sample size should be sufficient to ensure a 95% confidence level and a 5% margin of error to allow for precision and reliability of the findings. SSP will share a comprehensive list of key institutions, stakeholders and program participants list for developing the detailed sampling plan.
  • Data collection and cleaning: Due to the limitation of budget, it is expected that SSP front line CRP will be responsible for data collection, and Consultant will be responsible for training and ensuring data quality, cleaning etc.
  • Data Analysis: The consultant/agency is expected to share a detailed data analysis plan according to the Project impact indicators and use qualitative and quantitative analysis software.
  • Evaluation report as draft and final (English, 30-40 pages main text, including the executive summary; excluding the front page, table of contents, and annexes). The evaluation report must contain an executive summary of a maximum 5 pages and several mandatory annexes. The report will encompass a comparative analysis across the 2 States and effectiveness of adopting the approach in diverse social, political and cultural milieu.
Outputs and Deliverables
  1. Inception report: Inception report (max. 6 pages for the main text without front page, table of contents and annexes). The inception report should set out the planned design, methodology including sampling strategy, data collection and analysis plan, as well as drafts for any suggested data collection or processing tools. It should also outline the limits of the suggested design and methodology.
  2. Cleaned Dataset in Excel: Provide clean, consistent and analyzable dataset in excel.
    Draft Analysis Report: A draft endline report to be shared as per the timeline. A final endline report to be shared within 1 week of receiving comments from WHH, partners and GIZ. The report shall provide a comprehensive narrative of situation assessment based on the programme indicators. (Maximum 25-35 pages (plus mass: story annexes)).
  3. The steps for evaluation design proposed by Welthungerhilfe are as follows:
Contract Period

Contract Period for the consultancy will be for two months starting in July 2025. The contract will be governed by standard terms of service contracts of the organization. It will be shared with shortlisted candidates upon request.

Qualification & Experience

Post Graduation qualification in social development /rural development from a reputed Institution. Minimum 5 to 8 years of experience in the development sector & consultant must have demonstrated a track record of keen interest.

Remuneration

Remuneration will be on par with the norms in the social sector. Interested candidates are expected to make a financial offer of their minimum expectations. The maximum budget for the evaluation is 1500 Euros.

Selection Process

Offers will be accepted by individual consultants, commercial companies, NGOs and academics until the full-in date.

Applicants must provide a financial bid. The financial part includes a proposed budget for 10 to 12 days of work that includes data cleaning, analysis, and report writing. It should state the fees per working day (including the government tax, if applicable), the number of working days proposed, and other costs. Proof of professional registration and taxation is also required (e.g. by providing the evaluator(s) tax number). The cost of logistics, stationery, transport, etc. must be included in the budget. CV with references.

A shortlist of a maximum of three consultants will be established based on expressions of interest. The shortlist will be evaluated based on their updated resume, financial offer and their reference check by Swayam Shikshan Prayog:

Preference will be given to candidates who have successfully handled similar assignments. Weightage will also be given to candidates with whom Swayam Shikshan Prayog had prior satisfactory association.

Final selection will be by the Management Committee of SSP, who may telephonically interview the shortlisted candidates, and the decision of the Committee will be final and binding.
